If we've only heard back from half of the panelists so far, I think
we should wait a bit before we start moving around panelists and
panels . At this point the obvious solution might be to move a panel,
but later the solution might be to drop the panelist (perhaps later
will have 8 people signed up for the panel, and most of them have
given it a higher rank).
