[PS] operational change to support not messing things up (any more)

If you put a note in the Notes for Program session,
it will display when ever anyone edits the session
and it will show up on the assign participants
page.

If someone is looking at rescheduling a session,
they should really read the program notes first.
After all there might be a reason that someone
noted.

Does this work?   It was the original design concept.

(I was thinking of adding a "lock" feature and only
blessing a handfull of ppl to unlock.  But that will
NOT happen this year.   And might never happen.)
