[PS] how we made the Randy Milholland problem worse internally

Completely within our control under Arisia programming was another error,
the one that lead to Randy being completely out of touch while all the other
program participant stuff was going on.  Randy Milholland is not in Congo at
all.  So he was not in our database of program participants.

That means that he never got the invitation that we send to all program
participants which specifically says that we're paying for a membership if
you're on three panels and that's all this invitation is good for, and never
got intermediate communications from programming with the milestones in our
process.

I'm sending this to programming and program-staff so that we have a chance
to spread around the educational experience of the current fiasco and lower
the risk of a future problem like this.
1) All invitations to a program participant should include some careful
wording of what exactly we expect from and offer to Arisia program
participants.  (We have text we've already written for this.)
2) Everyone we're tracking as a potential programming participant should be
entered into Congo and checked as a program guest.  We can always set them
to "not interested" on the Zambia side so that they do not get emails from
us.
