[PS] [DH] Programming welcome letter

Looks good overall, I'm thinking something similar for my Events Welcome
Letter.  I was going to mention that people should be judicious in their use
of the Green Room resources, so all Event Participants and Program
Participants can enjoy the amenities there during the weekend.
