[SA] new name for Spinnaker

The hotel will be calling the new 16th floor function room "Charles
River Ballroom".

Construction there is looking good:  Wallpaper is up, and carpet was
just about to go down when I saw it.  There will be plenty of power,
including on many of the pillars.  There is a 6' wide service door on
the north wall starting 19 feet away from the northwest corner, which
replaces the various different service entrances shown in that wall in
the original blueprint.  I'm still waiting to get an updated
blueprint.  It seems likely that the third elevator will go all the
way to 16 very soon.  It also seems likely that the 4th elevator will
be offline:  it was looking pretty sickly this week, and has probably
had maintenance deferred on it while the hotel was uprating the other
three.  We could insist that they defer construction, but even if we
were successful I don't think we'd really wind up with use of it.
That's bad, but three reliable uprated elevators are better than four
slow cranky ones so things might not be quite as terrible as I had
originally thought.
