[SA] [CP] con chair selection timetable

The Eboard agrees with this and is announcing that people who are
interested in applying for the position of A'09 ConChair should let us
know ASAP (mail to eboard at arisia.org being the preferred way) and
certainly before the beginning of the March Corporate meeting on March
11th.

In addition to what Phi says, we would like the A'09 ConChair to have
as much input as possible toward the A'09 Hotel Choice.
