[SA] More Comp Time

  For A'08, the eboard approved the following addition to the earned
comp policy.

   3. To aid in recruitment for work done between 1am and 9am at the
convention, an Area Head may offer to double hours for volunteer
benefits, subject to the approval of the con chair.
   4. Late night set-up/tear-down may not be doubled twice

  This means if you're an Area Head and you're having trouble
recruiting people for overnight shifts you can ask the Con Chair for
help sweetening the offer.
