[ST] A big question about comps

I don't believe there is any official policy on this. The Con-Chair, Div-heads
and EBoard all can-and-do make decisions on this.
However, in practice all day comps are good thru Registration opening the
following morning.
Some years we've had the practice of Ops just giving out "free" day-comp
badges (for the day just ending) whenever anyone shows up after Reg closes
for the day. (ie, If someone shows up at 1AM Saturday morning, they are
given a "Friday Only" badge which is good until 10AM Saturday morning.)
Other years Ops has had a cash box and sold registrations.
And other years we've just ignored the problem anyway since not much
badge checking happens at night.
