Merv does have a point. It's very useful to allow the staff in general
to provide feedback.
For most departments, the DivHeads and Department Heads already
know most of what went right or wrong. What they don't know is what
other think and might have been noticed by someone who isn't too
close to the task.
As an alternate suggestion, why not print all the written reports from all
the divisions and departments and hand them out. That way people
could read what is already known and avoid restating anything.
As a bonus, you could encourage written reports by scheduling all
departments that provided them early in the debrief.
