[ST] Debrief format

I would ask that the div-heads & area heads post a written report this 
week (if they haven't already done so) to the staff list (by Fri pm). 
That way, they do not need to read their report; we can just do the 
discussion part.

DO NOT THANK PEOPLE AT THE DEBRIEF. Send them a thank you note 
(preferably the old-fashioned way). There is nothing more boring & 
time-consuming than this.
