That's not how I remember it at all.  You're still responsible to the 
corporation for staying within budget, and to the needs and wishes of 
your divheads, staff members, attendees, etc., so you can make sure 
that everyone stays happy... you really can't just do whatever you 
want.  The only real perq is the ability to choose your guests.
