Seth is correct about actors and SAG. There is, however, one proviso to
that... if an actor has an agent that has a work-pay clause in a contract then
an actor must always take a paying job over a volunteer job if they coincide
in the same timeframe. Most actors have this clause with their agents and
that's why, when actors do volunteer or not-for-pay work, they can sometimes be
called away. This is also why most not-for-profit fan run conventions get
the older actors, those who haven't got agents to worry about any more. Or
those actors who make enough money that they can tell their agents to stuff it,
and they do what they please (think John Travolta and his Angel Flight work).
On another note, the idea of an actor setting up a fan signing table within
the confines of the dealer's room is not unheard of, and they do pay for table
space. An example of how Arisia's existing infrastructure would not be
harmed by an actor attending the convention.

Not at all true. They prohibit members from working in certain areas
for too little money. (Many SAG members work as waiters and the like
in between professional work.) Nothing prevents anybody from
volunteering.
