The word you are looking for is Professional. You don't need as many  
pre-con workers as a worldcon if you have a core group whose job it  
is to prepare for the con. You could even afford to pay for people at  
con who are experts in there field. But that is another story. So  
what is wrong with slow growth to that stage. Nothing. But you will  
have to plan for it and I don't see you avoiding either becoming a  
professional event planner or higher them.
