Okay, now that I've looked at LJ so I know what you're talking about...:)
It appears some people jumped the gun a bit on the volunteer/appointment track and that's being addressed.
As to the idea itself (an LJ community for A'08 Programming) I think it is a good idea in general. I see David's point about having too many information streams resulting in more ideas falling through the cracks. However, there are some people who's contact with, and information about, Arisia is almost exclusively received through Livejournal. So while it may be viewed by some as an evil, it is my thought that it is a necessary one. It can work as long as there are enough eyes on both information avenues and there is enough real time communication between the people involved. As to current style and design of the LJ community itself? My take is quality of content should come first and you can make it pretty later. As it is, it's not that bad. I've seen far worse.
