[ST] Program Sign Up Challenge

There is good news and bad news about the status of Programing.

The good news is that the precis is ready and the panelists can sign up now.

The bad news is that the panelists do not seem to 
have gotten the email we sent out telling them. I 
am working on trying to get it resent, but in the 
meantime, if you happen to know any panelists (or 
be a panelist) spread the word that now is the 
time to sign up for panels and that they must do so by the end of the week.
