  Taking a quick look in Congo (Reg's DB), you're not flag for using
Zambia either as staff or a program participant.  If you wish to sign
up for panels, you should send email to program at arisia.org and ask if
they would modify your status in Congo to be a potential program
participant.

  Please remember it's up to the folks in Programming to sort through
all of the applicants and figure out who gets on which panel (there
might be a ton of qualified people who have already signed up for the
panel, the panel might be scheduled at a time you said you're not
available, ...).
