  I think we should just have signs pointing to the stairs (especially
on the first and second floors), and not make any reference to a
person's health or ability.

  On the upper floors, we probably should make mention which of the
two staircases exits into the public space on the first floor.

 On the other hand, we should have a couple of chairs near the
elevators (if there's room) on the first, second, third, and sixteenth
floors so people waiting can have a place to sit.
