[ST] Filk budget - overnight in the con suite

  I think that would be a bad idea for a couple of reasons.

  For the filkers, there will be people wandering through to get food or drinks.

  For the rest of the Con, having people singing in a room where you
want to hang out and chat doesn't work.

  When I wandered through the Con Suite at 2 or 3am, it usually full
of people.  It's better to have people hanging out where we know where
they are..

  And late at night is not a time when we're lacking function room space.
