The property_Z flags are visible, but subtle, and, as you mentioned,
only state that someone was flagged as a potential programming or
event participant, but not whether they are actual even or programming
participants.
Many of our registration staff were new to the position, so we only
had them checking in the pre-registered folks. If we want to tell
them to check the flags, in addition to checking ID and checking
addresses, we'll likely need a bit more training time.
Not impossible, just more overhead to what we'd like (or at least I'd
like) to be as low overhead as possible.
