Yes, it's working in the sense of consistently annoying the crap out
of everyone involved in the con. Every year there is some humungous
thread on the Arisia LJ community about hotel issues
I believe Arisia attendance would have been higher at the PP if the
chairs had allowed it.

I have no idea what the attendance was at the Flea but those that I
spoke with who were *there* liked the hotel situation.

It's not at all clear that would be the result; lots of people may
show up from Brown, for example.
