I know that this reply might be kind of late but ...
 
One of the things that might help with the elevator crunch is to make 
everybody, who has taken the elevator DOWN to the first floor, EXIT.    Many people 
have discovered that the easiest way to go UP in a crowded elevator situation 
is to go DOWN and hang... Elevators get to the first floor full and carry that 
load back up (oops)...
